Delegate Information


Entitlement

CLPs are entitled to send up to two delegates to this year’s National Annual Women’s Conference. The Labour Party has always prided itself in having a diverse membership and it is important that diversity is reflected on the conference floor. CLPs have been encouraged to promote a greater level of representation and participation of under-represented groups. In particular, delegates should aim to reflect the full diversity of our society in terms of race, sexual orientation, disability and other characteristics. With this in mind CLP’s wishing to send a second delegate must ensure they identify as Disabled, BAME or LGBT+.


Applications

The closing date for applications from CLP delegates is Wednesday 26 May 2021.

Please note, deadlines for CLP delegate applications will be strictly adhered to. Late applications will not be accepted.

Change of Delegate

In the event that your elected delegate cannot attend Women’s Conference, you can apply to the Women’s Conference Arrangements Committee (WCAC) for permission to send an alternative delegate.

Please contact the WCAC via [email protected] explaining the circumstances preventing your elected delegate from attending.

Changes to delegates will only be accepted in extenuating circumstances.


Delegate Accessibility Requirements

Applicants with accessibility requirements should indicate this in the space provided on their application form so that any appropriate arrangements can be made.

We will endeavour to make this event as accessible as possible.


Delegate Membership Requirements

As stated in the rulebook (Chapter 3, Clause 1, Rule 4F) “All delegates must have been individual members of the Party for at least 6 months at the closing date set for the receipt of names of delegates”. In order to be eligible for nomination, delegates must have joined the Labour Party on or before 26 November 2020.


Motions

Since 2017, Women’s Conference has a formal role in the Labour Party’s policy process and will vote to send 2 motions to Annual Conference. Each CLP/Women’s Branch is entitled to submit ONE motion to conference that must meet the below criteria:

  • Each motion will have a maximum of 250 words
  • It must be of relevance to women
  • Address one issue only and not propose an organisational change

Following the close of the Priorities Ballot, motions to be composited will be communicated to relevant delegates from Monday 14 June. Delegates should be available for compositing on Friday 18 June and Saturday 19 June. Compositing will take place on Zoom.

National Women’s Committee Nominations

This year will be the first year that a National Women’s Committee is elected. The election will take place at National Annual Women’s Conference 2021, to serve a term of 2 years. There are six places to be elected amongst CLP delegates to Conference.

The process for nominating committee members will run in parallel with the process of proposing and electing CLP delegates and motions. If  wish to stand for the National Women’s Committee you can submit a statement, or if you are a CLP Secretary you can submit your CLP/Women’s Branch nomination using the Party’s Democracy Portal.

  • Six to be elected
  • To serve a term of two years.
  • Each CLP/Women’s Branch may make six nominations.
  • To be elected by CLP delegates to National Annual Women’s Conference 2021
  • To be validly nominated individuals must:
    • have 12 continuous months membership of the party by 26 May 2021.
    • be nominated by at least five CLPs or Women’s Branches.
