Contemporary Motions
Deadline for receipt of contemporary motions is 5pm, Thursday 17 September 2026.
The CAC will consider all contemporary motions submitted by CLPs and affiliated organisations against its published criteria:
- It deals with a topic which arose after the publication of the reports of the National Policy Forum (NPF), Policy Commissions or National Executive Committee, or has not been substantively addressed in those reports.
- On one subject
- No more than 250 words
- Not considered by the CAC as an organisational matter or constitutional amendment.
The CLP Secretary must submit any motion on behalf of the CLP via the Democracy Portal within using their LabourHub login. A guide on how to use the new portal can be found here
Emergency Motions
Deadline for the receipt of Emergency Motions is 12 noon, Friday 25 September 2026.
The CAC will consider all emergency motions submitted by CLPs and affiliated organisations against its published criteria:
- It relates to a new issue that has arisen after the closing date for contemporary motions.
- The new issue could not reasonably have been the subject of a contemporary motion (e.g. the publication of a new report relating to an existing known issue would not satisfy this criteria); or
- The new issue could not reasonably be included within a category of contemporary motion that was submitted for this year’s Annual Conference
- Be a matter of urgent and immediate importance to the discussion of the whole Labour Party at Annual Conference
- On one subject
- No more than 250 words
- Not considered by the CAC as an organisational matter or constitutional amendment

Reference Backs
Deadline for the receipt of Reference Backs to the NPF is 5pm, Thursday 17 September 2026.
The 2026 NPF will be published ahead of Annual Conference in the summer of 2026 and found here
If a CLP of affiliated organsiation wishes to reference back any part of the document they must do so by the above deadline. Organisations may only submit one reference back per policy commissions up to a maximum of four.
Submissions must include:
- Which precise section of the document they wish to refer back; and
- Briefly outline the basis upon which they wish to do so
