Equalities Monitoring Form

These questions are intended as a guide to help parties collect, collate and publish information in a standardised way. Parties will need to consider how best to provide the survey to candidates, taking account of the accessibility requirements of candidates and having considered Part 2 of the general guidance document. The Welsh Government uses the Social Model of Disability, which is why question 17 is framed in this way. The Social Model of Disability recognises that individuals may have an impairment or difference, but it is society that disables them by the obstacles we put in their way. This acknowledges that disabled people are not disabled by their physical and/or sensory impairment, learning difficulty or mental health issue, or by being neurodivergent or by using British Sign Language but by barriers they face due to attitudinal, societal and/or environmental factors. The Equality Act 2010 defines disability as: ‘A physical or mental impairment which has a substantial and long-term adverse effect on a person’s ability to carry out normal day-to-day activities.’ If parties wanted to ask a question of their candidate to classify if someone has a disability for the purposes of the Equality Act 2010, parties could replace question 17 with ‘Does your condition or illness/do any of your conditions or illnesses reduce your ability to carry out day-to-day activities?’ The same options for responses could be used.
