Information for CLPs

Delegate Information


CLPs are entitled to send up to two delegates to this year’s National Annual Women’s Conference.

The Labour Party has always prided itself in having a diverse membership and it is important that diversity is reflected on the conference floor. CLPs have been encouraged to promote a greater level of representation and participation of under-represented groups.

In particular, delegates should aim to reflect the full diversity of our society in terms of race, sexual orientation, disability and other characteristics. With this in mind CLP’s wishing to send a second delegate must ensure they identify as Disabled, BAME or LGBT+.


The closing date for applications from CLP delegates is Friday 11 February.

Please note, deadlines for CLP delegate applications will be strictly adhered to. Late applications will not be accepted.

Change of Delegate

In the event that your elected delegate cannot attend Women’s Conference after the deadline, you can apply to the Women’s Conference Arrangements Committee (WCAC) for permission to send an alternative delegate.

Please contact the WCAC via [email protected] explaining the circumstances preventing your elected delegate from attending.

Changes to delegates will only be accepted in extenuating circumstances.

Delegates with Accessibility Requirements

Applicants with accessibility requirements should indicate this in the space provided on their application form so that any appropriate arrangements can be made.

We will endeavour to make this event as accessible as possible.

Delegate Membership Requirements

As stated in the rulebook (Chapter 3, Clause 1, Rule 4F) “All delegates must have been individual members of the Party for at least 6 months at the closing date set for the receipt of names of delegates”. In order to be eligible for nomination, delegates must have joined the Labour Party on or before 11 August 2021.

Motions & Rule Changes

Since 2017, Women’s Conference has a formal role in the Labour Party’s policy process and will vote to send 2 motions to Annual Conference. This year Women’s Branches and CLPs may now choose to submit a rule change instead.  To be accepted by the WCAC motions must meet the following requirements:

  • Each motion will have a maximum of 250 words
  • On one subject.
  • Be on a matter relevant to women.
  • Not considered by the WCAC as an organisational matter or constitutional amendment. (Referred to the NEC Organisation Subcommittee for consideration).

All motions that are accepted by the WCAC will be divided into subject areas and submitted to the Priorities Ballot prior to National Annual Women’s Conference 2022. It is also possible for Women’s Branches/CLPs (where this is an absence of a formal Women’s Brach) to submit rule changes instead of a motion. If you choose to do this please ensure that you reference the Chapter, clause and any subclauses that you wish to amend.

Please note only CLP Secretaries or Chairs can submit the agreed motion online. All policy motions must be submitted to the Party by 12 noon Monday 21 February 2022. Any submitted after this will not be considered. Please use the buttons below to submit all nominations, rule changes and motions. National Women’s Conference Arrangements Committee Nominations

The deadline for CLPs/Women’s Branches to submit nominations to the National Women’s Conference Arrangement Committee is 12 noon on Thursday 10 March 2022.

Please note that in response to feedback from CLP Secretaries, candidates seeking nominations will now be able to submit a statement in advnace. Any candidate wishing to do this must do so  by 12 noon on Friday 11 February. Further details will be circulated to all members shortly.

For clarity, submitting a statement  is not a requirement. In order to be successfully nominated please see the requirements below.

CLPs may make nominations for the following posistion:


  • Three to be elected
  • To serve a term of two years.
  • Each CLP/Women’s Branch may make three nominations.
  • To be elected by CLP delegates to National Annual Women’s Conference 2022
  • To be validly nominated individuals must:
      • have 12 continuous months membership of the party by 10 March 2022.
      • have at least five nominations from Women’s Branches/CLPs (where a Women’s Branch doesn’t exist).
